Are you ready to take the lead in reshaping the financial landscape of infrastructure projects? Vodacom Tanzania Plc is on the lookout for a dynamic Finance Manager to spearhead the Infrastructure Acceleration strategy within our Finance workstream. This exciting opportunity involves aligning our efforts with Vodacom Group’s Infrastructure strategy and championing the creation of infrastructure special purpose vehicles (SPVs) in Tanzania, namely the Vodacom Fibre Company and Vodacom Rural Tower Company.

Your Key Roles and Responsibilities:

Role Purpose:

  • Lead the Infrastructure Acceleration strategy within the Finance workstream.
  • Foster alignment with Vodacom Group’s Infrastructure strategy.
  • Drive the establishment of infrastructure special purpose vehicles (SPVs) in Tanzania.
  • Develop an optimal Finance operating model for the SPVs.
  • Foster cross-departmental partnerships to achieve project deliverables.
  • Execute special projects within Finance from start to finish.
  • Establish a robust Governance structure and ensure full compliance with Delegation of Authority (DoA) requirements.
  • Provide strategic accounting guidance to support project objectives.
  • Analyze the accounting implications of proposed transactions according to IFRS.
  • Evaluate the financial impact of proposed transactions on VTPLC and the Group over the Long Range Plan.

Key Responsibilities:

Planning:

  • Identify assets within the scope of the separation program.
  • Ensure thorough reconciliation with supporting documents.
  • Develop an optimal finance structure and resourcing plan.
  • Define the finance human resourcing structure for the SPVs.
  • Support the finalization of business plans based on network plans.
  • Finalize the business plan overlay, providing scenario-based outcomes.
  • Offer financial insights on proposed transactions to VTPLC over the LRP and FibreCo.
  • Develop finance processes and policies aligned with best practices.
  • Define accounting system requirements and implementation activities.
  • 1Engage, select, and onboard vendors.
  • Create a risk register and implement mitigation actions (financial and non-financial).

Execution:

  • Oversee the asset separation program for existing assets in collaboration with the PMO.
  • Establish and manage “virtual data rooms” (VDRs) for existing Vodacom assets and Finance-related activities.
  • Ensure the structure and resourcing are in place for the SPVs.
  • Develop a detailed execution plan with clear timelines and dependencies.
  • Implement monitoring processes with defined KPIs.

Legal and Regulatory:

  • 1Provide necessary inputs to secure licenses and approvals, including business licenses, TIN, VAT, and network facilities licenses.
  • Support and challenge the review of shareholder agreements, master lease agreements, and related legal documents.

Governance:

  • Lead regular workstream meetings, ensuring deliverables are met across all areas.
  • Provide regular updates to workstream members, the Head of FinOps, and PMO.
  • Secure all necessary approvals, including Vodacom EXCO, Vodacom Group, and Vodafone, in accordance with Delegation of Authority (DoA).
  • Collaborate closely with the PMO to secure Local and Group Board approvals.

Qualifications, Competencies, Knowledge, And Experience:

  • Minimum of 5 years’ experience.
  • Demonstrated experience in managing key project transitions or implementations is an advantage.
  • Degree in Accounting and CPA holder (essential).
  • In-depth knowledge of mobile and fiber networks.
  • Familiarity with Project Management tools and techniques.
  • Strong stakeholder and relationship management skills.
  • Proficient in leadership and people management.
